The short answer
Most street problems in Delhi belong to the Municipal Corporation of Delhi (MCD), which runs 250 wards in 12 zones. Lutyens' Delhi is the New Delhi Municipal Council (NDMC), and the Cantonment is the Delhi Cantonment Board. On top of these, Delhi government departments own specific things: PWD the main roads, Delhi Jal Board the sewers and water supply, I&FC the big drains, DPCC construction dust, and the Traffic Police parking and signals.
Which office handles which problem
This is the routing Theek Karo uses for every complaint inside MCD areas. In NDMC and Cantonment areas, the local body handles most of these itself.
| Problem | Responsible office |
|---|---|
| Garbage, overflowing bins, debris, garbage burning | MCD Sanitation Superintendent of the ward |
| Potholes and broken roads inside colonies | MCD Assistant Engineer (Maintenance) |
| Potholes on main roads 60 ft or wider | Public Works Department (PWD) |
| Waterlogging, blocked drains, open manholes | MCD Assistant Engineer (Drainage) |
| Big drains (nallahs) choked or overflowing | Irrigation & Flood Control (I&FC) Department |
| Sewer overflow, no water, dirty water, leaks | Delhi Jal Board |
| Streetlights in lanes and colonies | MCD Junior Engineer (Electrical) |
| Hanging wires, open transformer boxes | BSES Rajdhani, BSES Yamuna or Tata Power-DDL |
| Stray dogs and cattle | MCD Veterinary Services |
| Mosquito breeding | MCD Public Health department |
| Fallen or dangerous trees | Forest Department, Govt of Delhi |
| Illegal parking, broken traffic signals | Delhi Traffic Police |
| Construction dust | Delhi Pollution Control Committee (DPCC) |
| Smoky vehicles | Transport Department, Govt of Delhi |
| Loud noise at night | Delhi Police |
When the road decides, not the problem
The same pothole can belong to two different agencies depending on the road. Colony roads are the MCD's; roads 60 feet or wider are PWD's. The same is true of waterlogging: a flooded lane is the MCD's drainage engineer, a flooded arterial road is PWD, and an overflowing nallah is I&FC. If you are not sure, report it with the exact location and pick the closest description; Theek Karo routes it from the spot.
If nobody acts
Every MCD office reports to the zone's Deputy Commissioner. Above the officers are your elected representatives: the ward councillor, the MLA for your assembly seat and the MP for your Lok Sabha seat. Theek Karo reminds the officer from day 3, raises it with a senior officer on day 7, and then with the councillor (day 14), MLA (day 21) and MP (day 30).
